How to create company in jBilling account

Dear Friends,
I install jBilling 3.1.0 CE on my Windows 7 PC and I can login there easily in URL : http://localhost:8080/jbilling
But as shown in youtube video with link https://www.youtube.com/watch?v=fhs2u9ivYrM I cannot create a new
company account from URL http://localhost:8080/jbilling/signupEntity.do?action=setup

Please provide the exact URL for same
