please after set-up notification via smtp and ensuring that it works without jbilling jbilling cannot send email for password reset
with symptom SMTP command timeout on connection from < Jbilling host>.
What can be wrong in setup or is it a already known problem ?

check your smtp server to see if there is any connection request coming from jbilling.
If smtp server is not in your scope, it is most likely that you have problem with setup.
post your SMTP settings.

Dear Support team,
I did set-up of notification plugin and
jbilling.properties config file as to
documentation. Then I tried to reset password
and everything was successful, but I did not get any e-mail info
as to the reset of password.
Then I tried to send e-mail from command line directly to
smtp server and it was delivered. Then I tried to debug of Jbilling
smtp processing and I got issue with smtp timeout.
The question is if is must to have smtp configured with user and password
authentication what is default setting in
Jbilling or not. In my environment I do not use
smtp authentication ( username + password) and that`s why
I did not fill that in configuration files of Jbilling.

Which SMTP server having you installed, is it local installation
or are you using third party like Gmail?
