The instructions for installing on Linux are not accurate. I've followed each step from your guide to no avail.
I've looked through the forum and found many people with the same issue, but they all use WINDOWS. I am using LINUX (Debian 8). I've found nothing about Debian anywhere.
Debian 8 (Jessie)
root@server10:~# echo $JRE_HOME
Using CATALINA_BASE: /home/domains/my.domain.com/public_html
Using CATALINA_HOME: /home//domains/my.domain.com/public_html
Using CATALINA_TMPDIR: /home/domains/my.domain.com/public_html/temp
Using JRE_HOME: /usr/lib/jvm/openjdk-8-jre
Using CLASSPATH: /home/domains/my.domain.com/public_html/bin/bootstrap.jar:/home/domains/my.domain.com/public_html/bin/tomcat-juli.jar
Since I am using jBilling from an external location, I use the domain URL in place of 'localhost'.
I receive the following error:
HTTP Status 404 - /jbilling/signup
type: Status report
description: The requested resource is not available.
Looking in the jbilling folder the only items are:
There is no indication of a 'signup' file anywhere. Clearly the installation is not completing.

Your jbilling server did not start ..
Check the bin/log for log files
