<p>jbilling-community-4.1.1 version requires jdk 1.8. Please
install it & set JAVA_HOME environment variable. For database
community edition tomcat does not need postgres database installed
it has dynamic HSQL database.</p>
<p>Please try the solution and let us know if you face the same
problem again.</p>

on Ubuntu server 14LTS to no avail. I have tried java 1.7 and 1.8
yet still no joy - 404 error resource not found.</p>
